Modern processors change speed constantly to save power or boost performance, so the displayed frequency moves up and down.
How to read it
A high frequency under load is normal. A low frequency at idle is normal. Frequency alone does not tell you whether the processor is overheating or throttling; for that, compare frequency with temperature readings under sustained load.
